Kerry is in Kiev offering "blackmail" money of 1 Billion that would ultimately get to Putin, wouldn't it?
Putin is talking trash about the US being a hypocrite and saying that the Ukraine events were an "Unconstitutional Coup".
The US POTUS is distracted by having Bibi in DC....
Now is the time for any plan of action to be executed.
The action of distraction is more powerful then the act of surprise....sometimes.
